Northwest Community Action Center (NCAC) administers the Low‑Income Home Rehabilitation Grant Program (HRGP) to provide grant‑funded home repairs and improvements for eligible low‑income homeowners in rural communities.
HRGP addresses health, safety, accessibility, and long‑term durability issues in owner‑occupied homes, helping residents remain safely housed and improving living conditions.
What the HRGP Program Can Help With
HRGP funding may be used for essential home repairs and rehabilitation projects, including:
- Health and safety repairs
- Roof repair or replacement
- Plumbing and electrical improvements
- Structural and foundation repairs
- Energy‑related and durability improvements
- Insulation and ventilation improvements
- Window replacement
- Crawlspace and moisture control work
- Accessibility improvements
- Modifications to support seniors and people with disabilities
- Improvements required to meet safety or accessibility standards

All work is completed by qualified contractors and monitored by YVFWC/NCAC staff to ensure compliance with local, state, and federal requirements.
Who Is Eligible
To qualify for HRGP assistance, homeowners must meet all the following criteria:
- Own and live in the home as their primary residence
- Live in an eligible rural or non‑entitlement area
- Meet low‑income eligibility guidelines, based on household size and income
- Have a home that is structurally sound and suitable for rehabilitation
Priority may be given to households that include:
- Seniors
- People with disabilities
- Veterans
- Families with young children
